There have been several occasions when India and Pakistan appeared close to reaching significant agreements, particularly during the tenures of Pervez Musharraf and Nawaz Sharif. Yet, each time, progress was derailed by sudden negative developments—often terrorist attacks, political upheavals, or military crises—which some believe were intended to sabotage the peace process. As a result, many of the ideas and frameworks developed over the years now seem to be gathering dust in bureaucratic files. What is needed are leaders with the vision, courage, and political will to revive those efforts and translate them into lasting peace.
